Government approves extension of Plan prepares until next April 30th

Employment agrees with Autonomous Communities to extend Plan prepares until 30 April

The government has approved this Friday during meeting of Council of Ministers extension of Plan prepares until next 30 of April with retroactive character since last August 15, when previous extension expired.

This professional requalification program, which includes an economic aid of about 400 euros per month for people who exhausted unemployment benefit, SE had been automatically extending every six months, but this time it could not To do so, since a ruling of Constitutional Court has declared some articles of standard relating to distribution of competencies unconstitutional. The plan has always been managed by public Service of State Employment (SEPE) instead of by autonomous Communities as it would correspond.

In 2013, given economic crisis that crossed Spain, its automatic extension was determined for periods of six months until unemployment rate was located below 20%, according to survey of active population. Three years later, and by approving a royal decree, this threshold was reduced to 18%. On July 27, according to EPA for second quarter of year, this rate was 17.22%, so automatic extension expired on 15 August.

In mid-September, employment and Autonomous Communities unanimously agreed, within framework of an extraordinary sectoral conference, to extend this programme until 30 April. Autonomous Communities agreed to cede ir competences in a temporary and extraordinary way to Sepe to give continuity to plan and to prevent beneficiaries from being left without benefit.

Since it was created in February 2011 as a joint measure to combat unemployment over 960,000 unemployed have gone through this program. A plan aimed at unemployed persons who have exhausted ir right to receive benefit and who do not charge a subsidy but who, however, have family burdens or are long-lasting.

At same time, social dialogue table of open employment shock plan between Government and social partners continues to work to revise various programmes for long-term unemployed (prepares, PAE_y RAI). The objective, as explained by Minister of Employment at parliamentary headquarters, is to "merge" all se measures to "make m coherent and fully adapt m to Constitutional Court's doctrine and increase its effectiveness".

Protection programs aimed at unemployed

Once contributory benefit or unemployment allowance has been exhausted, long-term unemployed, i.e. those who have been in unemployment for more than a year, may opt for a variety of aid. When y are exhausted, y are completely unprotected. More than a million and a half unprepared have to cope with ir day-to-day life without any benefit or subsidy.

  • PAE. The employment activation program helps long-term unemployed with family responsibilities that have exhausted all benefits. It has been extended until April 30, 2018. This is an aid of 426 euros per month for six months. It was launched in 2015, but because of complexity of conditions had benefited less than expected, government its requirements last April.
  • Active Insertion Income (RAI). It is an aid for long-term unfinished persons over 45 years, returning emigrants over 45, victims of gender-based violence or people with a disability equal to or greater than 33%. The benefit is charged for 11 months at most and is charged 80% of IPREM ( public indicator of income of multiple effects), in 2017, 426 euros.
  • Plan prepares. This plan grants an aid of 400 or 450 euros per month for six months to long-term unpaid with family responsibilities that have exhausted a subsidy or benefit.
