The Secretary of State for Public service, Elena Collado, and unions representing public employees (CSIF, UGT and CC OO) reached at midnight on Thursday a principle of agreement to improve working conditions of officials. In absence of closing some fringes, most important point of pact is a salary rise of more than 8% until 2020 as long as economy maintains pace of growth in recent years, as confirmed by several sources knowledgeable of negotiation. In fact, if additional funds enabled to raise wage mass are computed, rise would reach about 8.5%.

From unions y explain that part of this remuneration improvement will depend on behavior of economy, because it includes a variable complement linked to GDP. The wage agreement has been one of most thorny issues of a negotiation that has lasted for months. The new tax proposal consists of a fixed increase in payrolls of up to 6.1% over next three years, as confirmed by sources of negotiation. In this way, public employees would be guaranteed an increase of 1.75% this year; 2.25% in 2019, and anor 2% increase by 2020.

These fixed quantities should be added to variable complement, which will depend on behavior of economy. If GDP maintains vigor of last three years, salaries will be able to rise by about anor 2% in period. Trade union sources explain that variable share would be 0.25% in 2019 and 1% in 2020. Moreover, if, at end of that year, public administrations have reduced deficit, remuneration of public employees will rise anor 0.55% additional. This variable part could even improve a few tenths in absence of last details that will be closed this Friday at a meeting convened by Hacienda first thing in morning. It is envisaged that, once agreement is closed this Friday, signing of a document will be give this afternoon in an act in which Minister Cristóbal Montoro would participate.

During negotiation, unions have torn up government's contribution of "additional funds" so that, after collective bargaining, y can increase ir salary mass by raising remuneration of certain specific groups of ir workforce. In or words, a city council may agree to take its local policemen, street sweepers, introduce a complement for workers with children or to improve a group of public employees with special needs. These additional funds will allow wage mass rises by 0.2% in 2018; 0.25% in 2019 and 0.3% in 2020. The president of CSIF, Miguel Borras, believes that wage part is not most satisfactory of agreement. "We would have liked a bigger increase," he resentenced.

For UGT re have been "very significant" advances in wage matters. From now on, he explains, communities will be allowed to negotiate possibility of establishing 35-hour day (18 teaching hours in education) in those areas where y are agreed between unions and administration.
