Rajoy has justified this announcement by stating that he has decided to "call as soon as possible free, clean and legal elections that can restore democracy in autonomous community."
In addition, Council of Ministers has approved submission of an appeal to Constitutional Court against resolution adopted in Catalan parliament. After an ordinary call and an extraordinary one, government has also decided to extinguish embassies of Catalonia abroad and to cease its delegates in Brussels and Madrid.
"We respond to decisions that seek to impose an inadmissible kidnapping of Catalans and ft of part of ir territory to whole of Spaniards," said President Mariano Rajoy in a brief statement after Council. "The state has sufficient means for, in a peaceful and moderate manner, to recover legal normalcy and to dissolve threats that are not overturning coexistence," he added during an intervention in which all his ministers accompanied him.
