The executive of PSOE has approved on Monday a regulation that develops new model of party of Pedro Sanchez, which gives an important role to militants, who Auparon Sanchez to General Secretariat again last May. It is, defended secretary of organization, José Luis Ábalos, to turn PSOE "in party of militancy". The text gives important powers to militants to detriment of territorial leaders and intermediate organs, restricts role of sympathizers and reinforces power of Pedro Sánchez and his executive. The standard, of 150 pages, is a complete regulation on internal functioning of training, from primaries, federal organs to consultations to bases, and includes a new ethical code with novelty that regulates behavior in social networks. bases decide pacts of government and give investiture to anor party. The regulation establishes two obligatory and binding consultations with militancy: to ratify agreements of government at all levels-national, regional or municipal-in which PSOE participates and to give investiture to anor party or than socialist one. No minimum participation is required.
The Federal Directorate may convene any binding consultations or not. You may ask militancy about any issue and decide wher your outcome is mandatory for party.
Ferraz can veto queries in any territory. The power of barons is reduced because y cannot convene consultations with bases without authorization of executive of Sánchez. In addition, Ferraz has final word on question of any consultation of any territorial level, which always has to be able to respond with a yes or a No. 20% of militancy of any territory may suggest that a consultation be done.
The Directorate may change lists proposed by militancy. The PSOE militants will be able to directly elect secretaries general of all territorial levels and one third of members of committees, as well as y will be able to participate in election of members to political conferences. They will be able to vote all election nominations through assemblies. But PSOE's governing bodies will retain authority to decide on composition of electoral lists, although bases may propose candidates, as country advanced. The team of Pedro Sánchez thus will limit power of militants in this area with respect to approved in 39 º Congress, which established that configuration of lists would be made by secret and direct vote of militants.

The Secretary-General is not excluded from this rule and must also leave his position when he aspires to be reelected. This would have meant, for example, that Susana Díaz should have given up his position as secretary general of Andalusian PSOE when he appeared to primaries against Pedro Sanchez, just as he should do so if he re-presents.
sympathizers only participate obligatorily in election of candidate for president. The sympathizers intervene in a compulsory way for election candidate for presidency of Spain, and y can participate in election of list head in autonomic and municipal ones from 50,000 inhabitants only if organs of party decide it. Ferraz thus narrows role of sympathizers, since resolution of 39 Congress established on model of party that sympathizers "will be able to participate and to vote in selection of candidates for elections in different institutions representative at all levels. " The Secretary of organization, José Luis Ábalos, has argued that in resolution "re is no imperative mandate, but possibilistic" and that " importance of sympathizers did not constitute a flag" in process of primaries.
Code of Ethics in social networks. "A militant has to take care of image of his party," has summarized Ábalos. The regulation makes a series of recommendations for a good use of social networks and as a tool to be used in "constructive mode". The text does not establish new penalties for cases of disrespect or injury to or members: "There is nothing special for networks," said Ábalos, who has added: "There is already a sanctioning chapter that affects any expression, where it does not matter wher in networks or not" .
