A complex separation process

After 60 years of expansion in EU, Community club lives its first moment of refolding with forthcoming departure from UK. Then main elements to understand how it has reached first divorce between Brussels and a Member State.

Brexit: It is term with which it is usually referred to departure of United Kingdom from European Union. It is an acronym English formed by Union of Britain (Great Britain, and by extension United Kingdom) and exit (exit). The referendum was held on Thursday, 23 June 2016.

Origin: The n British Prime Minister, David Cameron, announced, at beginning of 2013, holding of this consultation if it won general election of 2015. Cameron did so in response to pressures exerted by parliamentarians of his party and members of UKIP (Party for independence of United Kingdom), who argued that British have not been able to pronounce since consultation of 1975 in which y voted in favor — 67% Of suffrages — of remaining in community block.

Article 50. The Treaty of Lisbon, in force since December 2009, envisages for first time possibility of a Member State voluntarily deciding to leave European Union. The procedure, however, is not detailed. And as many of those who participated in his drafting recognize, including British diplomat Lord Kerr, article 50 was formulated not to be used. It is refore an unexplored terrain.

The article states that Union will negotiate with Member State withdrawing "in light of guidelines of European Council [ European institution representing states]". The exit is negotiated "taking into account framework of its future relations with Union". And final agreement is section by Council "by qualified majority, after approval of European Parliament".

letter and answer. Formally, all that is required is a letter in which ' Member State which decides to withdraw shall notify its intention to European Council '. The n British ambassador to EU, Tim Barrow, delivered it in March 2017 to Cabinet of President of European Council, Donald Tusk.

start of discussion. Once mandate is clear, first thing is to negotiate on how it will be negotiated. On part of United Kingdom, negotiations are carried out by Minister of Brexit, David Davis, and his team. On or hand will be team of Barnier, on behalf of 27 states. There are three aspects that monopolize negotiation: one, rights of nationals of 27 Member States resident in United Kingdom and British Resident in 27 member countries; Two, invoice that United Kingdom must pay union before leaving; and three: The border between Ireland and Norrn Ireland.

deal. Article 50 establishes a maximum of two years to complete exit, although it opens possibility of an extension, agreed unanimously. For an agreement to be closed within that time, both parties need to have reached 18-month activation in October 2018. This leaves time for United Kingdom and European Parliament to approve it (before forthcoming European elections in May 2019). Brussels estimates that divorce should be completed by end of this year and that new relationship will be discussed as of January.
